Outreach Toolkit on Identifying and Serving Foreign Nationals

This toolkit is designed to assist service providers working in collaboration with law enforcement in reaching underserved populations at risk of human trafficking, which takes the forms of commercial sexual exploitation and forced labor. Foreign nationals face particular vulnerabilities, in part because of their immigration status and language barriers. This toolkit offers specific guidance on developing an outreach program for identifying at-risk foreign nationals and foreign national victims.

The U.S. Department of Health and Human Services’ Office on Trafficking in Persons supported the development of this resource through a grant partnership between the Office of Criminal Justice Services, End Slavery Cincinnati, the Central Ohio Rescue & Restore Coalition and the Lucas County Human Trafficking Coalition [Grant No. 90ZV0116].
